HKFI Welcomes Commencement of Legislation on Company Re-domiciliation Regime

The Hong Kong Federation of Insurers (HKFI) welcomes the Companies (Amendment) (No.2) Bill 2024 (the Bill) taking effect today (23 May 2025), which provides a fast-track legal mechanism to facilitate the re-domiciliation of international insurers to Hong Kong.
We express heartfelt appreciation to the HKSAR Government, particularly the Financial Services and the Treasury Bureau as well as the Insurance Authority, for their efforts throughout the legislation process. The HKFI has worked closely with the Government on this important initiative, rendering technical advice and support via its dedicated Special Project Team.
"We are delighted to see the successful launch of the regime for facilitating company re-domiciliation. For international insurers re-domiciling to Hong Kong through this regime, this new framework streamlines regulatory and financial obligations, further enhancing their ability to serve local customers and meet market needs," said Mr Patrick Graham, Chairman of Special Project Team on Re-domiciliation to Hong Kong. “This outcome reflects strong collaboration between the HKSAR Government, regulators, and the industry. It also strengthens the long-term competitiveness of the insurance sector and reinforces Hong Kong's position as a global financial hub.”
Under the regime, insurance companies re-domiciling to Hong Kong will demonstrate a significant vote of confidence in Hong Kong as a leading international financial center. At this juncture, the industry stands ready to capitalize on this legal mechanism and be the primary use case.
